About Judge Richard Halloran
Upon completing his J.D. at the University of Detroit Mercy School of Law, Judge Richard B. Halloran served as Attorney Advisor to the U.S. Army Tank Command and the U.S. Army Corps of Engineers in Warren, and Detroit, Michigan, respectively. With the Department of the Army, Richard Halloran dealt with environmental law, construction contract, and anti-trust litigation.
In 1982, Richard Halloran opened a private law practice, handling divorces, landlord tenant cases, and general lawsuits. HE was Vice President and, ultimately, President of Marketing at McNeil Securities, based in San Mateo, California. For three years after leaving the Presidency with McNeil Securities, Richard Halloran was employed as Vice President of Marketing with several investment marketing companies around the country, including Concord Assets in New York City, Ultimate Services Marketing Group in Boca Raton, Florida , and Franklin Properties in San Mateo, California.
In 1990, Judge Richard B. Halloran was named Magistrate with the 36th District Court in Detroit, Michigan. After four years serving in this capacity, he was appointed District Judge with the court. Reopening his private practice in Detroit in 1997, he returned to the bench a year later as Administrative Law Judge of the Michigan Liquor Control Commission. Subsequently, Richard Halloran was selected as a Circuit Judge of Wayne County Circuit Court, Family Division, where he has served ever since.
Today, as Circuit Court Judge, Richard B. Halloran specializes in overseeing domestic relations cases, including domestic violence, abuse, divorce, child custody, and child support. With the Wayne County’s Third Circuit Court, he has adjudicated over 80,000 Personal Protection Orders, established three domestic violence courts, and obtained a grant from the United States Department of Justice Office on Violence Against Women to create the Solution Oriented Domestic Violence Court (SODVPC) for the Wayne County Circuit.
